
Shirley serves as the Community Development Director for Panattoni Development Company. She assists with representing Panattoni in commercial real estate matters at both the state and national level. Shirley joined Panattoni Development Company in 2014 as a Development Manager and has been involved in more than four million square feet of commercial real estate development. During Shirley’s tenure at Panattoni, she co-founded the NAIOP Transportation Coalition, a group of over 30 commercial developers and representatives as well as NDOT, the Regional Transportation Commission, local heads of government and national Congressional representatives. Shirley has traveled to the nation’s capital to meet with representatives as the co-chair of the Coalition. She previously served on the NAIOP Commercial Real Estate Association Board of Directors and currently co-chairs the Governmental Affairs Committee. She has led business representatives on numerous trips to Washington DC to advocate as well as acted as a volunteer lobbyist in Nevada for NAIOP during the state legislative sessions.
Shirley has been a dedicated advocate for children with cancer since 2003 and has a long-standing history with Northern Nevada Children’s Cancer Foundation. She is a co-founder of NNCCF, served on the Board of Directors, and served as the Executive Director of the organization from 2018 through 2021. She serves on the National St. Baldrick’s advocacy committee and is a steering committee member for the Max Vincze Foundation, an organization financing research focused on adolescent and young adult cancers.
Shirley earned her Juris Doctor from the McGeorge School of Law at the University of the Pacific and her Bachelor of Arts in Political Science from the University of California, Davis. Shirley became a member of the California Bar in 1993 and the Nevada Bar in 2010 and has practiced with private firms in both states. Shirley serves as Chair of the REMSA Health Board of Directors. She is an active member of the Board of Trustees for the Reno Philharmonic and is a member of the Rotary Club of Reno Central. In 2023 she was appointed to the City of Reno Business Enterprise Fund Advisory Committee and in 2024 was selected by the Governor to serve on the Board of Directors for The Nevada Strategic Growth Initiative.
